Position: Communications Supervisor
Salary Range: $38,396.80 – $57, 616.00
General Statement of Duties
This position manages and supervises the work of the police telecommunications division and ensures 24/7 coverage of this function of the department. The position is also responsible for the accuracy of all police records, maintaining radios, assisting with the computer software needs of the department, and preparing a variety of reports and statistics for the department. In addition, this position will handle all social media for the Police department and will have contact with the public in highly stressful situations. The position may be responsible for covering shifts as needed which would involve handling incoming routine and emergency police calls, dispatching proper personnel for assistance, maintaining contact with police units during patrol, prioritizing calls, and providing assistance to the public as needed.
Work is often performed under stressful emergency conditions. Work is evaluated through observation, discussion, and review of reports by the Police Chief, Deputy Police Chief, and by the Shift Supervisors as well as through feedback from officers in the field.
Essential Duties and Tasks
Supervises police telecommunicators; schedules both full-time, part-time, and relief employees and assures proper coverage of the department at all times.
Participates in interviews and recommends hiring and disciplinary actions for police telecommunicators; provides input into performance evaluations.
Reviews police telecommunicator’s actions in the complaint or unusual situations and provide feedback when appropriate.
Establishes and maintains operational policies; assures training and compliance with policies.
Provides on the job training and assures proper training in dispatching and recordkeeping.
Serves as Terminal Activity Coordinator (TAC) for the agency, validating usage of the DCI system and maintaining records of DCI system usage; assures proper certification and recertification of employees operating the DCI terminal; assures proper recordkeeping of terminal usage.
Compiles monthly, quarterly, and annual reports and statistics for the Chief on a variety of Police Department activities.
Assists in the maintenance of departmental software programs on in-house and mobile units.
Maintains records of traffic accidents in the TRACS system
Researches and recommends new and revised communications equipment and systems for efficiency and effectiveness.
Works shifts as needed and provides telecommunications services receiving calls for 911 services and dispatching City Police Officers; maintains contact with Officers while in the field; operates DCI terminal and uses NCAWARE system; maintains database and logs concerning shift activities and calls dispatched.
Performs related duties as required.
Knowledge, Skills, and Abilities
Thorough knowledge of the operation of a police communications system and related state and FCC regulations.
Considerable knowledge of the geographic layout of the City, and the locations of streets, important buildings, and other landmarks.
Considerable knowledge of the practices and procedures of the Police Department.
Ability to maintain compliance with DCI requirements for agency licensing.
Ability to accurately receive and transmit radio communications.
Ability to assess people and situations, to apply sound judgment, to remain calm under stressful conditions, to perform several tasks simultaneously, and to elicit sufficient and essential information for dispatching and assisting field personnel.
Ability to type and use a computer.
Ability to speak clearly and distinctly.
Ability to follow oral and written instructions.
Ability to motivate, train, and supervise employees.
Must be a team player, self-motivated, quick learner, and detail orientated
Must be able to physically perform the basic life operational functions of reaching, pushing, pulling, lifting, fingering, talking, hearing, and perform repetitive motions.
Must be able to perform light work exerting up to 20 pounds of force occasionally, and 10 pounds of force frequently.
Must possess the visual acuity to perform extensive reading and recordkeeping and do computer terminal work using multiple screens.
Desirable Education and Experience
Graduation from a two-year college with a degree in business, electronics or related field and considerable related telecommunications experience, preferably including supervisory work; or an equivalent combination of training and experience.
