Tips to Utilize Dashboard
The above dashboard was created by the Department of Justice to ensure transparency with the public on where we are in the process of clearing the backlog. It was created to be very user friendly but below are a few tips to help you navigate.
- The map feature allows you to click on a specific county to see where each county and their law enforcement agencies are in clearing their specific untested kits. When you click on a county the box in the middle and the pie graph change to specify that county and their individual law enforcement organizations. To go back to the statewide map, unclick/uncheck the county you previously selected.
- The boxes on the left hand side titled County and Organization can be used to select multiple counties or organizations and see where they are in clearing their backlogs. When you check multiple counties or organizations the middle box and pie graph change to the specify the numbers for those counties or organizations.
- The agency data in the middle box is highlighted in blue if all of the kits have been submitted that are required to be and there are no kits where No Decision has been made.
Dashboard Definitions
Inventory Count – Total number of previously untested sexual assault kits inventoried in the 2019 statewide audit.
DNA Test Required – Total number of sexual assault kits that must be tested as per the Survivor Act.
DNA Test Not Required – Total number of sexual assault kits that do not need to be tested as per the Survivor Act (case resulted in a conviction and defendant’s sample is in CODIS or the case was determined to be unfounded after review).
Anonymous – Total number of sexual assault kits that will not be tested because the case was not reported to law enforcement by the survivor.
No Decision Made – Total number of sexual assault kits for which the law enforcement agency has not made a testing decision.
Kits Submitted – Total number of sexual assault kits for which the testing process has begun (kit being reviewed for outsourcing or has been sent for testing).
Kits Tested – Total number of sexual assault kits for which a laboratory has completed DNA analysis.
Kits In Process – Total number of sexual assault kits submitted, but not yet completed.
Kits in CODIS – Total number of sexual assault kits for which profiles have been placed into CODIS for comparison.
Kits with CODIS hits – Total number of sexual assault kits which were placed into CODIS and for which there was a hit to another sample in the database.
Arrests from CODIS Hits – Inventory Kits – Total number of arrests reported as a result of a CODIS hit to kits in the inventory count (as per the Survivor Act). The number of CODIS hits will not be equal to the number of arrests. Each hit must be investigated to determine the status of the case, which will take time and resources.
Arrests from CODIS Hits – All Sexual Assault Cases – Total number of arrests reported to NCDOJ as a result of a CODIS hit in any sexual assault case (as per the Survivor Act). The number of CODIS hits will not be equal to the number of arrests. Each hit must be investigated to determine the status of the case, which will take time and resources.*
*N.C.G.S. § 15A-266.8(d) requires reporting of all actionable CODIS hits to the State Crime Lab, however, this dashboard only displays results related to Sexual Assault.
