Question:
Does G.S. 133-1.1(g); which requires plans and specifications for the construction or repair of certain public buildings to include a "color schedule" for "job-installed finishes", apply to all finished material incorporated into the construction work at the site, such as paint, wall covering, flooring, title, laminates and paneling?
Conclusion:
Yes. This Office is of the opinion that the term, "job-installed finishes", refers to "the final treatment or coating of a surface" as the word "finish" is defined in Webster’s Third New International Dictionary, and includes all of the items described when used as a final finish on the walls, ceilings floor of the inside of a building as well as when used as a final finish on the outside of a building.
